The Supreme Court on Wednesday (October 28, 2026) asked the Election Commission of India (ECI) to extend deadlines for the SIR in Delhi, and to simplify the enrolment process.
The court also observed that Form 6 of special intensive revision of electoral rolls (SIR) is “cast in stone”, and that all forms, including 6, 7 and 8, cannot be changed.
The CJI urged the ECI to reach out to voters and keep submitting Forms 6 and 7, calling for the simplest remedy. “In West Bengal, the logical discrepancy was allowed to continue as an interim measure. Joymalya Bagchi and J.V. Mohana during the hearing.
The top court clarified that it did not judicially review the “logical discrepancy” in the Bihar SIR case. The constitutionality of the logical discrepancy has not been examined,” said the Bench comprising CJI Surya Kant, J. The top court also asked the ECI to “not go for any cut-off dates” for applying for re-inclusion and gave the ECI two weeks to make the necessary changes. “There is no election now in the national capital,” the Bench added. The Bench questioned why those who missed filling and submitting enumeration forms are asked to fill Form 6 for fresh voters, noting the difference between voters who are shifting from a constituency and those who are “temporarily moving out”. The ECI said that exclusions don’t happen at the draft electoral roll stage and agreed to extend the deadline to submit claims, objections, and enrolment forms for the Delhi SIR.
