Ministry of Home Affairs directs States to prevent CJP supporters: A practical reader guide

The Union Ministry of Home Affairs (MHA) on Friday (October 9, 2026) has asked all States and Union Territories to work with the Delhi Police and take preventive steps to stop protesters from mobilising towards the national capital.

The letter noted that Delhi Police had rejected the CJP’s request to hold the gathering. The Ministry stressed the need for continuous, real-time intelligence sharing between State intelligence agencies, transit authorities and the Delhi Police to ensure coordinated action.

In a communication to Chief Secretaries and Directors General of Police (DGPs), Union Home Secretary Govind Mohan flagged the “grave law and order and public order implications” of the proposed protest. It also cited what it described as a “documented history of non-compliance with lawful directions” by the CJP and its supporting organisations during previous mobilisations. The MHA directed States to “immediately operationalise preventive measures” in coordination with the Delhi Police and within the framework of the law to prevent any breach of public tranquillity and safeguard critical infrastructure. Calling the maintenance of law and order a “non-negotiable constitutional imperative”, the MHA urged authorities to strictly implement its directions to uphold the rule of law.
