The Congress on Monday (September 7, 2026) alleged that Parliament’s Monsoon Session was being kept on “ventilator” as Union Home Minister Amit Shah continued to “scramble” for a two-thirds majority in the Lok Sabha to push through the proposed Delimitation Bills.
Congress general secretary Jairam Ramesh said it was unusual that the session had not yet been prorogued, 25 days after both Houses were adjourned sine die on August 13. Ramesh said in a post on X, drawing a parallel with the 2015 Monsoon Session, which remained open for 28 days after adjournment.
“Normally, prorogation takes place 3-4 days after adjournment sine die,” Mr.
The government had suffered a setback during the Budget Session when a Constitution Amendment Bill linked to delimitation and implementation of women’s reservation was defeated in the Lok Sabha. That session had been washed out almost entirely over the Lalit Modi issue, but the Modi Government kept the session alive hoping to bulldoze the GST Bills through. It needed a two-thirds majority in the Rajya Sabha which it did not have.”
He said the 2015 session in Parliament had been largely disrupted by the Lalit Modi controversy, but the Narendra Modi government had then kept it alive in the hope of securing the numbers to pass the GST Bills, which required a two-thirds majority in the Rajya Sabha. Of the 528 MPs who voted, 298 supported it and 230 opposed it, short of the 352 votes required for a two-thirds majority.
